Tougher Measures Planned To Tackle Waste Crime

A series of new reforms aimed at cracking down on waste crime, including stricter checks on waste carriers and tougher penalties for illegal dumping, has been announced by the Government, alongside Department for Environment, Food & Rural Affairs (Defra) and the Environment Agency.

Under new legislation due to come into force in 2027, waste handlers will move from the current registration system to a new permit-based system. Operators will be required to undergo identity, criminal record and technical competence checks before being allowed to transport waste.

The reforms are part of the Government’s wider Waste Crime Action Plan and are intended to tackle rogue operators involved in fly-tipping and illegal waste activity, which can have significant environmental and financial impacts on communities and local authorities.

New powers will also allow the Environment Agency to revoke permits and issue enforcement notices more easily, while operators will be required to display permit numbers in advertising and on vehicles to help identify unlicensed traders.

The legislation will introduce custodial sentences of up to five years for illegally transporting or dealing in waste.
